Dear Mr. Bogdanovic:
I am writing in regard to adverse conditions present in the Belgrade City Zoo. I have seen a great number of photographs of the zoo, and have heard eyewitness accounts of the state of the animals. The enclosures in which the animals are housed are substandard, by any measure of decency. Instead of attempting to mimic the natural surroundings of each animal, bare cages, cement, and dirt are all that can be seen. In contrast, the areas and walkways for visitors that surround these enclosures are green, well maintained, and pleasant. The animals have no stimulation, many have no companionship of their own kind, and all are obviously bored, anxious, and in distress. This is not surprising, as any living creature would suffer similarly under completely unnatural circumstances.
I am not alone in my concern. Word of the zoos terrible state of affairs is spreading rapidly, and a growing number of citizens and animal activists worldwide are outraged by this situation. I will actively encourage a total boycott of Belgrade tourism and commerce until positive change is instituted. The publicity generated by this campaign will undoubtedly reflect negatively on the city of Belgrade.
I am hopeful that, as the Mayor of Belgrade, you will initiate a serious investigation of the problems presented above, and work to make the Belgrade City Zoo a vacation destination, instead of a place to be avoided. I will appreciate your keeping me informed of any progress in this matter.

Dear Mr. Bogdanovic,
It has recently been brought to my attention by a large animal welfare organisation, the appalling amount of suffering that the animals at your Belgrade Zoo are suffering.
The cages are too small, barren and completely unsuitable with concrete floors, whilst I notice the grounds are all green and comfortable for the public.
lack of stimulation and being confined to inadequate cages have resulted in stereotypical behavior being displayed by animals that are severely distressed. Photos of mutilated and chained animals at Belgrade Zoo are circulating worldwide. This is a horrific way to keep captive animals.
I am aware that you have had an offer to relocate a tiger that has begun to self mutilate. The fact that such an offer was refused, choosing to keep him as an ‘attraction’ clearly shows that there is absolutely no interest in the welfare of the animals, this is truly disgraceful.
I am sure you aware that negative publicity can only damage the image of Belgrade.
